If you have seen the Jello watermelons this is similar.  Slice oranges in halves.  Scoop out the orange and fill the orange half with colorful jello.  Refrigerate the jello filled oranges.  Once the jello is firm add a sail.  You can make the sail out of colorful paper or construction paper.
